Urchin tank

I have a nano tank but would like to start an urchin tank, I would like to build it as cheaply as I can, what would the setup be? I already have a heater and probably will look into getting a tank with air stone (might get powerhead) and filtration, what sort of setup would I need guys? Thanks in advance.

30 gallons or larger with lots of live rock, power head, and filtration.
Basically a normal reef set up but without the expensive lights and corals

Oh and superglue or "cement" your rocks together (don't actually use cement)
