I'm new to reefing I recentley purchased some used equipment. I soaked it in citric acid but I still have parts that I can't clean/access like under the bubble plate of my skimmer. Am i going to have issues later if I can't get all of the previous owners algae and dirt out.

It is unlikely that this is anything but a cosmetic issue. If you are really concerned soak it in salt water and flush it for a day or two.

You will be fine its almost impossible to get all of it.
