My question is it save to still leave an Oxydator in the main tank while treating for a white spot out-break using Cupamine at .40 level.

Oops. There is always a risk that your active substance change in presence of oxygen radicals - but in which way - no idea @Randy Holmes-Farley may have an input.

Just a thought, if you are using copper to treat ich then I assume to be on the safe side all copper along with whatever else is in the medication would have to be removed before refitting the Oxydator.

There is the potential to convert Cu++ to Cu+, but I am not sure what the effect on safety and efficacy is of that change in the copper form.
