Some guy is selling a used sump and I was wondering if I should get it. Do I have to drill tank to use a sump. I already have the tank running and don't want to have to drill it. Is there any other way to use a sump without drilling?

You can use a HOB overflow such as an Eshopps or Lifereef ( I would stay away from CPR) and an over the back return. You will need room behind the tank though so may need to drain down some and scoot it away from the wall.

Oh ok and do you think $110 is worth the sump they are selling me, it comes with a lot of things

Really depends on what it is, what is included and the shape it is in. I built my sump out of a 30G long AGA aquarium and some acrylic baffles for around $45 new.
If it comes with things like a return pump, reactor chambers, media, plumbing etc it could be worth it if they are things you can use or resell.

It comes with sterilizers, pump, tubing/plumbing ,bio ball and I'm not sure if it comes with a skimmer

Without seeing it, to me it sounds like a good deal. My 5.5 gal sump/refugium with basic plumbing, DIY, ran me $85 not including a skimmer or sterilizer. Most expensive in my case was that I bought a used overflow used for ~$30 on eBay.
