Using a whole house surge protector

Anyone running one of these? Notice any change in utility bills? I was talking with a fellow redder who said after installing one he noticed a noticeable difference. Saying that the device kept surges from coming In, in turn not being charged for the excess energy.
 
If you are getting enough surges then you should contact the utility company. The suppressors installed at the main panel probably won't change your electric bill as the surge has to first pass through the meter that you get charged by. Did he had anything else changed in the house around the same time?
