Using glue underwater

I read through some old posts and see super glue gel mentioned often, but can it be used underwater to glue rock together?

I tried waterweld, it did nothing. So I'm looking for something stronger that will really bond the rocks together.

I did see mention of drilling and using plastic tubes? I don't know how to do this and would be afraid of breaking the rock, they already so delicate, I have a ton of tiny broken pieces from shipping and from just trying to design them before putting them in the tank, now they're in the water and I want to stick them together. I bought Florida reef rock -dry.
 
Not a Fan of gluing rock together you will end up being stuck when you have issues and try an remove a rock or rocks from the tank.
 
Thanks, I ended up ordering BRS's extra thick glue!
FYI- This does NOT work well underwater, it hardens almost instantly as it touches the water. I had to drain my tank to use it. Picked a few globs of hardened glue off the bottom of the tank too :)
