Using old Rowaphos and carbon

I had reef tanks quite a while ago and have a bunch of additives and other stuff and I'm wondering if they're okay to use. I have a full container of Rowaphos and my phosphate is a little high, I'm dealing with diatoms and some hair algae. So this stuff is probably 10 years old and the container has been closed the entire time but it looks red and I remember it being black but maybe I'm remembering incorrectly. Basically, I don't care too much if it doesn't work anymore I just want to make sure nothing bad can happen....like could something toxic in the air end up in the Rowaphos from it just sitting around for 10 years? I'm also wondering if I should add some nitrate because my phosphate is .2 ppm and my nitrate reads 0 so they're really not in balance. I do not have a skimmer or a refugium, this is a 29 gallon tank. Corals and fish are fine other than some algae getting growing on the frag plugs/rocks. I'm not trying to be cheap but if the stuff is okay to use I might as well use it.
 
They dont expire as far as i know. Id use them.
