UV Bulb Length

So I have a couple of older UV sterilizer units, Startronics 25W that need replacement bulbs. Stratronics is no longer in business. When I look for replacement bulbs (25w, T8 bi-pin) all the bulbs are between 17-18” long.
However, when I measure the body of the UV units, including the screw on ends it is only 16 3/8” long. Anyone have any ideas? Is it possible they no longer make those length bulbs or am I overlooking something in my measurements?
