UV question burnt??

I bought a UV light used and looking for feed back.
Do all UV lights burn the inside?
did the previous owner screw screw me or just replace the bulb and all good?

Hard to tell from pictures , the bulb is supposed to be in a clear quartz sleeve that the light shines through . The last picture doesn’t look good . What is the manufacturer on this light .
 
It's normal "sputtering" in germicidal bulbs. New bulbs will develop it fairly quickly and it'll get worse as it ages.

P.S. It's recommended to wear gloves or use alcohol to wipe fingerprints off the bulbs before firing them up again after handling.
