UV sterilizer bad ballast or bad bulbs?

I just received 2- 9watt uv bulbs I ordered for a old turbo twist I have, when i installed the bulb and turned it on, the filament just glowed but bulb didn't firer up. so I tried the second bulb and the same thing happened. did I get dud bulbs or is my ballast shot?. The uv worked before I put it in storage. Is there a way to test the ballast?

Get a volt meter, check the voltage coming out the leads to the lamp. They can go bad like anything else.
