V2o Aquatics Mussels on a half shell (smell)

I made a trip to an LFS I normally don't visit (due to distance). They had V2O Aquatics "Mussels on a half shell" food in stock so I snagged some. They're frozen mussels with half the shell removed. My question is: Are they supposed to smell terrible? As soon as I open the bag (while they're frozen), I'm welcomed with a horrible smell. I'm just trying to make sure they're not rotten or extremely 'bad'.

Food should not smell rotten. If it does it likely thawed and refroze.
