Vario6 return pump

This may be dumb question. So tested my plumbing last night and have a varios 6 return on a 93 cube. The water level remains constant in the return pump section on level one of the pump. If I move the power up the water level totally drops. Would adding more water make a constant water level? Valves on the return and overflow are wide open.

What type of overflow do you have? That would be an indication of your overflow not being able to keep up with the flow of the pump.
