Varios pump flow rate changing after power cycle

I've noticed over the course of a few months now that my varios pumps peak at different flow rates upon a power cycle. They will however maintain whatever max flow they reach until the next power cycle. With my return pump for example, I've been getting flow rates in either the 730-735 range or 750-755 range upon a power cycle. They max flow rate from a power cycle seems random and I can't quite see how this is possible. Below is an example of a power cycle on my return pump where it jumped flow ranges on a power cycle. I can confirm that the flow rates are accurate since I need to adjust my herbie tune when this happens. I have also noticed the same thing with two other varios pumps on separate flow monitors so this is not related to a single device. I'm not running a variable speed cord on this pump so that is not the issue. Anyone know how this might be possible. I'd really like to get my return flow stable so I don't have to tweak my herbie drain after a power cycle for coral feeding.
