Vectra l2 wont start after shutting of

Ok so everytime i loose power or simply shut of the vectra to feed it wont come back on after i turn it on with apex or even after feed mode does anyone else have this problem??
The pump is in my basement so theres quite a bit of head but i have it just about topped off on speed.

This really sucks cuz i have to phisically go down to basement and press the set button to get the vectra pumping
