Velvet has a much quicker life cycle than ich. Once ich falls off a fish (3-7 days after infecting if I recall correctly) it won't release a new generation of swimmers for at least 2 weeks.
Velvet can also stay on a fish for several days, but it releases swimmers for the new generation in an average of 4 days. This means with velvet you can continuously be having the old generation releasing while a current generation is hatching. You "might" be able to break the cycle with enough transfers done daily but it would be challenging.

Honestly, even if you could break the velvet cycle doing daily changes I'm not sure the fish would live through the 2nd one with as fast as velvet attacks once the fish starts showing visible signs.I've been wondering the same thing.
