Velvet on foxface?

I've had this foxface for 2 weeks in QT with no signs of anything wrong. Today I moved him to another tank with lights and some fish. Within an hour or two I noticed this on the foxface. It doesn't look like all the pictures of velvet that I've seen. It's a much finer dusting. Almost like his slime coat is white. Is this velvet or just his slime coat? I might not have noticed because my QT has no light.

Agreed. Foxfaces have a very thick slime coat that can get really slimy at times.
