Velvet or Brook please help

I just noticed these white spots all over my one clown. How can I tell if it's Velvet or Brooklynella? I attached pictures although it was very hard to capture a clear photo of it. Is there anything I can do to stop it? And do I have to start over after this, like a 100% water change?

As @fishguy242 said, we need additional information. Based solely on the photos, and if the fish isn't gasping, it is probably Brooklynella. That is tough to treat in a main tank. What other fish are in with it? Do you have a treatment tank available?

There is only a clownfish and a lawnmower blenny with the infected fish. I just uograded from a 54 gallon to a 125 and I'm still going through the cycling phase. I have a QT tank to treat the fish in.

Well, pending on more information (and a short video would really help) you will probably need to treat all three fish. We still need to make a better determination of that you are dealing with here.....

As of this morning he is swimming in circles near the top. I was hoping to run to my LFS today to buy treatment since it was closed last night when I first noticed the white spots.

Aquarium type: "Reef" (Only one coral)
Aquarium water volume- 125 gallons
Filtration type- sump and filter socks
Lighting- Two Kessil 180s (I know that isn't sufficient, I just started this)
How long has the aquarium been established? Just started cycling last week with live sand and live rock from previous tank and Dr Tim's.
Digital image of the aquarium under white light- attached below

Water quality (be sure to indicate what measurement units you are using)

Per API test kit, I know they aren't known for their accuracy. Investing in hannas soon.

He doesn't have much time left. If it were my fish I would prep a fresh water dip for him even though the stress from it has a good chance of killing him at this point. I am no expert though but fresh water dips seem to provide temporary relief for several different diseases.

Thanks for the help, is brook any less disasterous than velvet? Not liking what I've read on that so far. I just started this tank do I have to start over now?

you will need to remove all fish and treat in a seperate tank and treat. Your DT will need to sit fishless for 45+ days if you raise the temp to 81 degrees or 76+ days if the temp drops below 80.6 at any point.

Oh jeez, what a great start this tank is off to. There is only 2 clowns and one lawnmower blenny in the tank so at least there isn't too much to treat. Just sucks it happened with the first two fish I added. Thanks for the tip!
