I am pretty sure my fish have velvet and my question is, If I take them out, quarantine them and treat them and they live, then when I introduce them back to my display tank after the fallow period are they now immune carriers and will now infect any other fish added in the future? Or will I be able to add more fish in the future without problems?
 
If you properly treat the fish and fallow the display you can add future fish without risk of velvet. To keep it velvet free you must adequately qt/treat all future additions including inverts, rock, etc. Anything wet can carry velvet.

Yup. Fallow for 6 weeks for velvet. Chances are you may have ich in there as well, and I'd just do the full 76 day fallow period to eradicate ich as well. After that, please QT all new additions, so as to not make that effort be in vain. Good luck!
