Vinegar dosing questions

I started vinegar dosing in my BC 29 7 weeks ago to try to bring down my nitrates and phosphates. It's working great, nitrates at .25 ppm and phosphate at .08 ppm. According to the schedule I downloaded I should be increasing the dosage weekly over 16 weeks. I don't want the nitrates to go down any more and my water has turned cloudy (assuming bacterial bloom). What should I do? Stop all together, stay the course, or start reducing the dosage? I'm also getting cyano blooms and the film algae on the glass is ridiculous, I have to clean the glass twice a day. I would have thought the lowered nutrients would at least slowed these down.
