Any type of white Bloch to me is either fungal/bacterial. I would pull from display tank and put in quarantine tank and run the trifecta. Metroplex+Kanaplex+Furan2 treat for 7 days then do a water change.

Ditto on the above - but external fungal infections are virtually unknown on marine fish, this is most likely to be bacterial. Also, monitor the water quality very closely in the QT.
Wait - I just got the video to play, I see white spots on its body. How long have you had the fish, did you quarantine with copper?

So update- Turns out he was just in the process of changing his colors from something. Maybe a stress or waking up after lights came on? I do notice that at night time when I shine my light in the tank to check on things, this little guy is in a full suite of black and white while hes sleeping. Total color change. Hes back to all full normal color now. Phew! I am running a 18w pentair UV there shouldn't be any infections going on in my tank like that. Im sure its inevitable at some point.

I dont see any white spots on his body. Might be debris from the water. I had just threw in some food before shooting that video - But yes the LFS I adopted him from had him in copper. I drip acclaimed him in to my water. Ive had him for 2 weeks now.
