I have a 120 g tank and I have been dosing for 15 weeks and their is no change I am dosing 8.5 Ml a day. I have a coral sand bed of 1-1.5 inches and a heavy bio load. My skimmer is a 100 HOB Reef Octopus.

Should I continue my dosing schedule or give up in failure?

Large water changes will help, but not a fix. Feed less, look into a sulfur denitrator reactor or large refugium with macro algae.

I am trying to lower Nitrates they are at 80 ppm

Do you know why they are so high?

If your nitrates are that high even after dosing for 15 weeks, I'd personally give it a rest – stop carbon dosing. More than likely there's something going on.

What are your other test results like?

Also, is the whole tank 15 weeks old? Or what is the tank's history?

There's probably a lack of anaerobic zones. I'm calling it "anaerobic limited".
