So I noticed today that if I take the tip of my finger and put it right on the surface of the water I feel a slight shock (like from a 9v battery or something small) . Is this normal or is it possible my return pump is leaking voltage into the tank or maybe something to do with my lights? (I’ve tried unplugging everything else). Any input would be greatly appreciated!

No this is not normal. Something Is leaking voltage. This is very dangerous. Get a multimeter put one probe in the water and the other to ground. Figure out wich device is leaking the voltage. You also should have a grounding probe In the display and sump. If it's not already you need to plug everything into a gfci outlet.
