Want/need a new sump advice

just got back into the hobby ive been looking at dry filter setups it seems like my sump is not holding water properly.
My water level in both chambers stay the same it seems like the water is not being forced underneath through the foam block see pics attached the bioballs are always submerged they float up and down.
I was looking into eshopps r-200 so i could have a refugium.

Tank 90g corner overflow
Sump Pro clear aquatics 300 wet/dry
External return pump yellow one dart i think?
Asm g-4 protein skimmer with sedra 5000 pump no mods

How big of cabinet space do you have to work with? Have you looked at any of the Trigger crystal sumps? Great choice if you're looking to run a refugium. Currently using the Crystal 30 on my system and love it :)

48x18x24 i believe
taking a look at trigger now :)

Also if anyone has recommendations on my skimmer. good or bad? i see asm is really old i bought the tank 4 yearish ago with everything included
