No. It says 'blend' and that could literally be anything. So, let's say you make some stuff - you take some aquarium water, you add some food coloring, and some sugar, and let it get good and stinky over the course of a couple of weeks. Definitely could call this a 'bacterial product' - yay for you! Now, you take that stuff and fill a bottle up with it to 95% of the volume of the bottle and then fill the remainder of the bottle with 5% RODI. You still have 95% by volume of your 'bacterial blend', but *NOT* 95% bacteria by volume (or weight). The blended product you are adding does not matter - especially if you say that it is proprietary.This does not compute. 95% is a percentage of a total. When applied to a liquid, it must mean either volume or mass. If they intended to convey something else (what I can't even guess) they didn't do it. Let's not cut breaks where none are deserved.
And since they separately listed the weight or volume of water, the bacteria HAS to be a sludge or dry weight.

The sample was dried to get rid of as many water protons as possible. It was then redissolved in deuterium oxide, sometime called heavy water. The nuclear magnetic resonance properties of protons and deuterons are very different. This process decreases the strength of signal from water protons (typically over 100 molar concentration in aqueous samples) so the signal from the interesting protons bound to the compound of interest is more prominent. The concentration of the sample might be in the 1 to 100 millimolar range, so the water signal in an untreated sample might be 1,000 to 100,000 higher.So I’m not in the least concerned about them exchanging the sample into D2O. The quaternary ammonium polymer should redissolve easily, and if it didn’t, the lab would report that.
