I have just finished cycling my first tank, (10g with 3kg of live rock) I needed to do a water change due to excessive die off from the live rock. Without thinking twice I changed 100% of the water. Will the cycling process completely restart?

If you finished cycling then your rock should be colonised with bacteria. No problem as long as there is a supply of ammonia for bacteria to feed on.
Did you test for Ammonia, Nitrite and Nitrate before the water change to confirm the cycle? If you did and Ammonia and Nitrite were zero go ahead and add fish. Otherwise continue cycling until you can confirm the cycle with tests.

Yes ammonia and nitrate were zero

no, there is very little bacteria in the water column, most is on/in your rocks, sand bed, etc so unless your rock was out of water for a good while you should be fine.
Cool thank you :D
