Are inhabitants such as Snails and Montipora SPS corals near the top portion of tank ok during water changes ?
Procedure is to remove 20% of water from display which leaves the top water level down for about 20 minutes

What size tank? It could be done if during the water change you take a cup and keep the Monti wet till the change is done.
 
You shouldn't have any issues with doing the water change. You have to think about when there are low tides, coral is out of water all the time. I have a buddy of mine that have SPS growing out of his water. They will slim on you, but nothing to be overly concerned about.
 
20 minutes isn't terrible, but why so long? I'd turn the light off during the change so you don't have heat from the light beating down on the exposed coral.

During a WC, my level isn't low for more than a minute or two. MY replacement water is on hand and starts flowing in as soon as I'm done siphoning out.

You mentioned you do a 20% change. How many gallons is it?

It’s 32 gallons on a 165 gallon system
To siphon the old and then pump the new in takes me about 20 min.

That explains it.

Yeah... i'd just leave the light off during the water change so as to not subject the exposed coral to the heat of the light and not sweat it.
 
I've found when my water level decreases during a WC my turbo snails follow the waterline down
