Yes is the simple answer.

Water changes are the basic and easy way to control nutrient levels.

Carbon dosing etc are more advanced forms of biological filtration

can nutrient control be done with just water changes a protein skimmer and a filter.no carbon dosing .no refugeium .

Depends on what is in the aquarium and to what level you want to maintain nutrients.

A heavily stocked fish only system will likely get out of hand with water changes and skimmer only. On the other end of the spectrum, a coral only system and a couple small fish, I imagine you would have excellent control, though the water change is probably the least favorite reef aquarium maintenance activity.
