Water flow over UV. What am I missing?

IM 40 tank
IM UV light.

Most of my water doesnt flow thru it because it either goes behind or over. What am missing here? Why would the IM UV light not “seal” that chamber?

Can you take another picture with it pulled out slightly, I'm trying to visualize it.

In my last IM AIO I took a piece of 1/2" tubing and cut two little section off, probably about 1/2" themselves, and wedged them behind my media baskets so they tilted forward preventing the pressure of the water coming into the AIO chamber pushing against it and going around it. I'm sure you can do something similar.
 
Yeah I will end up having to do something like that but just wasn’t sure why it would be designed like this. Here is another angle.

Did you resolve your issue? I have the IM 30L and use a Lego to wedge behind either a sock filter or this UV housing to keep it pushed forward toward the display. I also use a plastic gift card placed in the display tank (held up by water pressure) to block the flow into the UV return in order to increase exposure time to the UV light in that side. Question: Is your water level always that high in the back?
