Water for Quarantine System

I have a question regarding quarantining fish. Is it okay to start with dechlorinated tap water, or should I start with RO/DI water from the beginning and only use that? I won’t have lights on this system, so I’m not worried about algae growth from the lights and the phosphates in tap water. This is my first time using a quarantine system, so I want to make sure I do it properly.
 
In my opinion it's best to use RO/DI water. Reason being is that chlorine isn't the only thing in your tap water. Ammonia, nitrates and even heavy metals such as lead and even copper can be in your system, and if you're going to be running any sort of copper treatment it could potentially mess with your test results.
