Water level in AIO.

Can someone point me in the right direction of water level Please? I have a JBJ 20 RL, tank has been up for roughly 6 months, all of a sudden, I'm battling diatoms on the substrate surface, and filmy scum on the water surface, also appears that the glass has a similar filmy scum as well. Nero 3 on top moving water and IM Mightyjet as a return pump, both at the surface but still getting a film?

Tank set up was live rock and live sand, and never experienced the uglies, but all of a sudden. It's here.
 
The first diatom bloom can happen anytime the first year. Normally first 3 months but later isn't that unusual.

I'd start by checking that the flow into the strainer is good so you're actually skimming the surface water, water level needs to be mid-screen level. Then check the return pump flow with a cleaning as well as the pipe/tubing.

Of course, make sure your fish are eating the food given quickly and too much isn't decomposing.

Realize that the top scum might not be related at all to the 'normal' diatom bloom.
