I understand that if I turn off my return pump, the water level in my tank will fall below the overflow holes and the water level in my sump rises.

But do I have this right.... if I turn my return pump from 100% down to 25%, my tank level will fall but not below wier holes and my real questions is will the rate of water that passes through the wier and into the sump also be 25% of what it was? Or something close to that? Or will the rate not change?

It will depend on the head pressure & pump in your particular system. I have to run my pump @ 1/3 power or more to flow any water into the tank. The rate will change but if it is linear as far as percentages ????

I believe the water flow rate would change with the pump speed but the percentage rate would also depend on things like head height. Its possible to turn a pump down so that it's still running but can't overcome gravity or other restrictions so no or low flow. The pump still runs but cant move the water. The water flow rate through the weir will equal the flow of the pump once the tank water has reached the minimum weir hole level. Maybe look for information about the exact pump you are using. They may include flow rates for different settings.

(Just a little too slow to post)

The amount that is being returned to the sump will equal the amount that is being pumped to the tank
