Water Mixing Station Issue - Mildew/Algae?

So, the "foot" smell finally subsided, but now we have this in the Brute:

Does this mean I have to get rid of this water, bleach the bin, and start over? How can this be prevented? There is a lid on it with a 2 in. hole for the tubing.

Mine was much worse with the whole tropic marine bucket issue from Turkey. Never effected my tank, I cleaned it all out as I didn’t like the look of it.

Looks like normal precipitation to me.
