I am currently filling up a brute trash can with rodi water. but since I have never done a water station my question here is do I want to heat up the water then add the salt, add salt the heat the water. or add salt while i'm heating up the water. yeas I know about the circulation pump...
 
I heat mine first. It usually sits for a week, but that's a whole nother topic. :)
 
I think it depends on when you’re going to use the SW. I usually have a small heater in my SW side of my water station so that when I do WCs (or an emergency) I don’t have to worry about bringing the display tank’s temperature down or have my livestock go through temperature shock.
 
Mix in warm water and agitate the water well for a complete mix
 
I think a lot depends on the salt mix. I put my water change water in my mixing container, hook a cheep circulation pump to one side and a heater (rated to heat way over the actual amount of water I am heating so I can get it to temp in a few hours instead of days) to the opposite side. After the water hits the set temp I add just slightly less salt then called for and let the pump mix it. After a bit I check and add more slat in small increments until my target is reached then let it mix for a good bit to reach equilibrium (some salts don't require this like Red Sea salt mixes) then I do my water change.

Just mix it cold and mix it again when you heat it before adding to your tank
As long as there are no extremes you will be fine

I am mixing it as it heats up. then when it is at;east 76 ot 78 degrees ill check the salinity again right now I got it at 1.026/35
