Water Temperature Higher Than Heaters Setting

I have 2 Eheim Jager heaters that are about 1.5 years old installed in my sump. One is set at 78 and the other is set at 79. I just measured the water temperature at 82, however both heaters are on. Last week I measured the water temperature and it was perfect.

What’s the lifespan of these heaters and have both somehow failed?

I've had many heater fail on me. Replace yearly.

Yeah, that will happen with the heaters over time. I'd recommend getting a $30 Inkbird Controller to prevent anything catastrophic from happening. My first heater fail was during the winter when our house is around 65 F, but the tank temp still got up to 84! A little bit of prevention goes a long way.

Depending on where you live it is winter? What’s your house set at and what is covering your tank? My parents put plexiglass over my tank with the lights and it bumped the tank into the 80s even without a heater. If it’s not your heaters causing the issue and you can’t get the temp down you can buy a small clip on fan and have it blow on your sump water. Just be careful it doesn’t/can’t fall in, that’ll get you a few degrees and give you time to figure out the cause.

Assuming your thermometer is reliable, you can always adjust that little red reference arrow above the blue adjustment dial (to indicate what temp the heater "thinks" it's at). Then adjust the blue dial accordingly. I've had to do that on a couple of my jager heaters.

I measured the tank temperature with a TDS/temp meter. I took both heaters out, cleaned them, then filled the sink with water. I put the heaters in the sink. One heater shut off when the water reached 80 degrees. The other heater shut off at 85. Purchased and installed 2 new heaters yesterday. Tank now consistently around 77. I have an Inkbird just haven't installed it yet. Top priority this weekend.

Personally, I never use the sensor in the heater for anything. They all fail or get out of alignment. Your best bet is to get a separate controller to turn them on and off. They are much more reliable. They aren't expensive, but if the cost is keeping you from doing it then how many heaters do you plan to purchase before you realize that every one of them are going to keep failing.
