Why do I have this weird film on the top of my water and does anyone know how to remove it

It may be protein film. If so, it can be resolved with surface agitation from a powerhead (or comparable) that breaks up and mixes the film back into the water column and then can be removed by your filtration. Please tell us a bit more about your tank and filtration - do you have a canister filter, an all-in-one, etc.?

Pic is extremely dark but as mentioned by PeaceRiver, surface agitation or very low water movement will contribute to this and often happens when water level is low and barely if ever reaches the overflow of the tank. Also when you dont have an overflow and again low movement will you see this.
