Wave maker vs cross flow for circulation

I am on a tight budget and can only choose between a wavemaker like the Jebao OW-25 wave maker or the Jebao CP-25 cross flow pump. I don't know which will give me the best flow. I'm thinking the OW-25 would give a more concentrated flow and the cross flow would cover more of the tank. I'll be using this on a 40 gallon breeder with a DCP 4000 return. Mostly growing softies, LPS and very few SPS I may be able to add more pumps in a month or two. Any one that have both, or have tried both know which would give the best flow? As usual I greatly appreciate any help from you guys.
 
Cross flow will give you far more tank flow evenly across the whole tank. I run a shallow SPS dominant tank 22.5X42X12" tall and only use a DCP8000 return and CP-40 set about 60%, more than enough flow and no dead spots in my tank. Trick to running something like the crossflow is to aim it to the surface about 5-6" from the pump mounting position so it doesn't blast anything close to it. At least that is what I found works.

Thanks. I was thinking I'll go with that and if necessary I'll add another power head later.
