Wave Makers and Circulation Pumps

Hello everyone! I’m a bit new to this hobby, so please be patient with me as I ask some silly questions along the way. I’m building a 40g breeder that’s going to be a mixed reef. Anyways, could I use 2 circulation pumps instead of 1 circulation and 1 wavemaker? I would just tilt the circulation pump up a bit to act like a wavemaker. If not, how do I go about this?
 
A wavemaker is a device that turns one circulation pump on and one circulation pump off to create a randomized flow. It doesn't refer to something that breaks the surface of the water.

This is a wavemaker

I have that one and it has one pump on the right side about 4 inches below the water line and one on the left facing each other. They run in fifteen minute intervals. I have a weaker powerhead (circulation pump) on the back wall pointed up to break the surface which is important to promote gas exchange between the water and the air.
