Weird algae... Like a mini tree?

So this popped up. It's not an animal, cos it doesn't move when i touch it. Seems like it's some sort of plant matter. Any idea what it is? Good or bad?

Hard to tell, could be bryopsis. Does it look like tiny feathers?
