I've noticed this small white bump by its gills since the first day I got it. It is behaving normally, treated with full dose of prazi 2 days ago. Any idea on what this is?

Possibly Lymphocytis. No real treatment except making fish less stressed. Should take care of itself as fish gets more comfortable and healthy. Looks to be in a QT. Make sure it is eating nicely and has plenty places to hide. These guys can be very shy and not enough hiding areas will stress them out.

While it could be Lymphocystis, it is in an unusual location. Most often, when you see it on the fish’s body, it is at a location where it is being brushed by an infected fin.
How long have you had the fish?
