Weird Oily Stuff in Water

So basically I added chaeto a couple weeks ago on my hang on back refugium. I noticed today this oily substance coming out of my returns. It can clearly be seen on top of the water, and wonder if anyone knows if it’s good or bad or what is it?
Is the chaeto releasing something, is it dying?

Does the water in the HOB Refugium have the oil slick on top of that water ?
Most likely do to lack of flow then

ohhh okay makes sense, the refugium has little to now flow in it, and I believe it is coming from the chaeto

I believe You are correct, does that indicate any bad signs or just a lack of flow.
