Can't find the latest news but it appears to have been passed and it is in effect until 2021, so fish from Hawaii will be in short supply for a couple of years.

Good thing I really don't find any value in scuba diving in Hawaii or the purchasing of any fish from the region.

so if my political science 101 is worthwhile, it still has to pass the state house, where amendments can be made, and then the governor has to sign off on it?

There seems to be some confusion as to whether or not it has passed of it's still in legislation. Heard from some folks in Hawaii that it has already passed, this is the news release I could find:

A moratorium is a delay of a law passing. This is delayed till 21’ to do an environment impact report to see if the aquarium trade is actually an issue at all.
