Can it be rock solid? I tried popping it with my finger nail, nothing. What can I do? Is it harmful?
Yes, bubble algae is usually very hard. It is considered a pest algae. Read the description found on this page for some help on removal https://www.reefcleaners.org/nuisance-algae-id-guide

If it were me, I'd pull the frag out and scrape them off with a exacto knife out of the water. This way if they burst, it won't be in your tank and lead to more.

This is good if they're in one place and you can remove what they're attached to, as here. Otherwise try to grab them carefully with a dull tweezers, work them loose, and pull them out intact. If they rupture don't panic, it's not horrible, just remove as much of the ruptured tissue that you can. Some of them contain spores which is why you don't want to rupture them, but small ones might not have spores yet. If you've got any herbivore fish and they're not too shy, they will sometimes eat whatever you miss. My Purple Tang hovers around waiting for scraps when I pick a few valonia out of one of my tanks now and then. He won't rupture/eat them himself, but he loves them when someone else breaks them up for him.

Now the bubbles are preparing to cover the whole coral, now I’m still a newbie but I’m not taking a chance this time. My plan is to put some water into a medium size bowl, put the coral in there. I’m assuming I would pop some bubbles, and to avoid it from spreading I would rinse the coral quickly in another bowl of tank water, is that good enough?

Giving it a dip and blow off in another bowl of tank water would probably be good enough. Or you could add a few drops of Coral Rx to the dip as a general pest remover.

Just did it, used clean salt water to rinse it off, also cranked up the uv light spectrum on my hydra 26 hd. Update photo:
