recently moved this coral and noticed these are on the sides of this hammer, looks like new growth?

It's very hard to tell what you're asking about but I believe I see some vermetid snails on the skeleton.

Can you take another photo with the flash on?
oh true, didn’t even see that till i looked at the pic..

The little “buds” are indeed tiny heads developing. It’s just another way hammers multiply. It’s hit or miss if they grow into full heads though. The two heads at the base of this one started out as dormant “buds”, one day they started growing and are slowly gaining size.
