in short, I've been fighting an algae outbreak for almost a year now, My entire tank is filled with this stuff what am I dealing with here?...

Looks most likely to be cyanobacteria. Best way to deal with it permanently is to deal with the nutrients it is receiving. However I'm guessing you have already tried that with no success. If that's the case you can try chemiclean, I've never had it not work and it works pretty fast too. Most of the time it kills everything in one dose, and rarely does it ever come back, but remember you're not getting rid of the underlying cause and may get cyano again or other algae that feed off of the same things.
 
if it is cyano it basically is a red carpet covering everything in the tank. I apologize I'm pretty mediocre when looking at microscope pictures of algae, I've learned to identify things just by looking at them in the tank and most can get just be removed by removing excess nutrients.
