What am I dealing with here?

I have noticed this reddish algae starting to grow in one area in my tank. I cannot tell if they are dinos, a new octo as you can see is dying, but all my parameters are stable and have not been an issue in some time. Any ideas what i might be dealing with?

Nitrates 27.8
Phos .20
pH 7.9

Almost certainly Cyanobacteria.
Mechanical removal with a siphon hose and a small water change can avoid coral losses.
 
If you disturb it, is it dusty, or clingy (like it comes off in mats?)
