What are these bugs?

Are the bugs circled pests or not pest? sorry about the bad picture. There about a mm long or so. There all over the back glass where there is shade

Most likely Copeopods. They are good and hitchhiked in on live rock or frags or macroalgae. Many fish and other critters eat them and they also eat detritus and microalgaes. A healthy "Pod" population is a sign of a maturing tank.
