What are these on my emperor angel...help

What are these spots all over my angelfish...here a history on him. Hes been in cupramine QT for 30 days with 3 yellow tang, black tang, orange shoulder tang and lavender tang. I transfer all fishes to a sterile observation tank and no signs of parasites going on week 4. All fishes include the angel are all eating like hogs. Hes fat and chucky and looks like a torpedo from the front and back but what are all these white spots on him...let me know and how to treat. TIA!

All water parms on point. Def not ick or velvet as my tangs will be the first to get and go with them...

Some fish respond poorly to copper. They tend to develop a skin condition that sometimes makes them ich and scratch, and sometimes develop the skin lesions like on your fish. Just to make sure that it isn't a bacterial infection, I'd consider dosing the QT with Ruby Reef Rally. It's a very gentle product that has both antiseptic and antibiotic qualities that can be useful in a variety of situations. Also would consider boosting the fish's immune system by adding some Beta Glucan to the fish's food. Info below on BG from Advanced Aquarist.
