For me the image is too blue to make out details, an image with more daylight/white would help, please. :-)
 
Agreed, the image is too dark. Try and get a pic with the whites on so we too can see what you are seeing:)
 
@Tahoe61. Are they new branches?

Sorry still can not tell anything about the coral, no contrast. The coral looks like a Seriatopora hystrix, other than that no idea if the piece is still alive.

Sometimes when a coral withdraws it's polyps it can look like black spots. More commonly though are a mite/arthropods types that may or may not be parasitic to some coral types.

If they are indeed black bugs or similar the drug Interceptor works well.
 
The piece looks pretty bad, it appears that algae may be gaining a foot hold in polyp structures. The black dots look uniform in arrangement. The black dots never move?
Do you see any tissue on the skeleton, any polyp extension?
