What are these tiny brown spots?

They brush off very easily but always seem to reappear on the rocks. Any idea what they are?
 
Flatworms. Scooter dragonets will eat them, as will several wrasse species.
 
Red flatworms .

use a airline to suck them out as you see them before they take over

I’ve tried everything including springerii damsels , green spotted mandarin , Mel wrasse , six line wrasse and the only thing I found to work was a blue velvet nudi .
