What are these white specs?

They're agitating the Zoa that they seem to be concentrated around.

Looks like snail eggs, do you have any picture with the white lights on?
 
What, if anything, should i do?

The spirorbid worms are harmless. I have them in my acro tank. They thin out over time. Most of mine are in the sump now. As far as the zoa pic it’s hard to tell since I don’t have a clear shot of them. Try turning your whites on and taking some clear photos.

The zoas closed as soon as they started growing on the frag. They are now melting away. They are also growing on the base of an elegance coral that is now retracted.
 
If they are in fact spirorbid worms on the base of your elegance coral, that’s not what’s causing it to retract its polyps. As far as the zoas, I need a better pic. Spirorbid worms do not typically grow on the flesh of a coral. They are harmless filter feeders that multiply from over feeding the tank.
